Hats still do not type. They do not aim a headbutt. They do not shrink the desk. If the mouse is the wall, buy the mouse. If the board is the wall, finish tasks. If you can type and you want the bonus, a cheap hat plus Dress to Impress is a real mid-game line.

How to put one on

Playthroughs hunt the shop, buy the item, then look for an equip prompt on the worm or in a cosmetics pane. If the hat is in inventory and not on the head, you have not equipped it.
